UK Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Manage Finances

According to a recent survey of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to support their budgets, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a significant number of authorities attempting to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would prioritise restructuring services and utilising savings to weather increasing financial challenges.”

Detailed Cases of Planned Sales

Medway Council in southeast England said its asset disposal plan featured the sale of a shopping centre in Rainham and a community venue in Rochester to raise £20m over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Local Levy Increases and Broader Financial Pressures

This research of councils in the coalition, which covers several urban centers, further found that over seven in ten of councils will have to increase council taxes next spring to address the rising cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority said it will press ahead with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and financial savings,” stated Vince Maple.

He continued: “We face demographic pressures which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of county councils this week further found local finances being strained by the growing number of young people and adults requiring Send support.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Government officials have put off scheduled changes to the Send system until next year after a policy document setting out those changes has been postponed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (IMD) for UK local authorities, many participating urban areas were included in the most deprived in England.

  • “Participating urban centers like several major towns place in the most deprived 30 nationally under the latest IMD measures,” noted the study.

“While only a single urban area is in the top 10 for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the extent of difficulties confronting local leaders across key cities in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and responds to the actual extent of disadvantage and need,” said a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the study revealed.
