Ukrainian President Volodymyr Zelensky Asserts Absence of Clear Defense Guarantee from Allies
Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide solid assurances that they will defend Ukraine in the case of a future Russian attack.
"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.
These remarks follow a day after Britain and France signed a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.
However, full security guarantees have yet to be solidified. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which included some 30 countries that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be sent.
Partner nations suggested that the United States would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.
Moscow has thus far remained silent on the announcement made in the French capital.
President Putin launched a comprehensive military assault of Ukraine in February 2022, and Russian forces now occupies about one-fifth of Ukrainian territory.
Zelensky's Shifting Tone
Sir Keir described the joint statement as "a vital part of our commitment to support Ukraine for the foreseeable future".
He added: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."
Zelensky hailed that accord as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if European countries would defend Ukraine.
"But as long as we lack such security guarantees - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you must ultimately depend first and foremost on your own strength."
Unresolved Issues and Ongoing Conflict
The Paris talks were also notable due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
Witkoff said the participating countries "mostly completed" their work on finalizing security arrangements.
Recently, the President indicated a settlement was "ninety percent complete".
Territorial concessions and security guarantees have been at the forefront of unresolved issues for diplomats.
The Russian leader has consistently stated that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude hostilities.
The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but only if Russia reciprocated the action.
Moscow now holds about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions form the Donbas industrial heartland.
Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.
Ukraine has hit back at objectives inside Russia with drones, though with varying degrees of effectiveness.
